Director of TRIO/Student Support Services    

Professional Non-Unit Position

TRIO Grant Funded through August, 2025

The Director is responsible for the administration and management of the TRIO/Student Support Services program, as legislated by the Higher Education Act and regulated by the Department of Education. This program provides educational support for under-prepared, disadvantaged college students. The Director oversees the identification and selection of eligible students who have been accepted and/or enrolled at North Shore Community College (NSCC). This position implements a comprehensive program of academic support services for the participating students, enhancing their potential for persistence and achievement in higher education, graduation and transfer to 4-year colleges. The Director consults with faculty, staff and community agencies regarding resources for program participants. Must be able to commute between Lynn and Danvers campuses for program related activities. This individual must also be able to work independently in a virtual environment. 

DUTIES AND RESPONSIBILITIES:

  1. Establishes, implements, and evaluates operational goals and objectives consistent with federal, state and institutional regulations, policies and procedures.
  2. Prepares and administers budgets from federal, state and college funding sources. Maintain compliance with applicable federal and state guidelines. The Director will provide participant data to auditors as requested.
  3. Supervises current TRIO staff on both Lynn and Danvers campuses and hires qualified staff consistent with the plan for employing personnel who have succeeded in overcoming barriers similar to those confronting the project’s target population.
  4. Responsible for managing statistical information and the program database for Student Support Services in order to assess and evaluate the impact of programs and services on student learning and success. The Director makes recommendations for further development, continuous improvement, and implements those changes.
  5. Responsible for preparing and submitting the U.S. Department of Education Annual Performance Report and other documents, according to the department’s guidelines such as the Higher Education Act (HEA), program regulations, EDGAR, and related cost principles.
  6. Maintains records and files in accordance with federal and state regulations.
  7. Works with the Fiscal Affairs Office to create, revise and monitor annual budget, review monthly expenditures and ensure that funds are drawn down on a monthly basis; authorizes expenditures.
  8. Provides ongoing staff training, develops plans for professional development and meets regularly with the team. 
  9. Responsible for working with the NSCC Grants Office to develop and submit TRIO and other grant applications.
  10. Works collaboratively with the Student Financial Services to award TRIO Grant Aid in keeping with federal guidelines for eligibility and distribution.
  11. Establishes and maintains proactive relationships with all NSCC offices. Liaises with community service agencies to advance the goals of the program. 
  12. Implements a comprehensive assessment and orientation program for all incoming Student Support Services participants to develop academic learning plans and to foster student adjustment to the college.
  13. Attends conferences and training workshops such as the Council for Opportunity in Education (COE), New England Educational Opportunity Association (NEOA) and Massachusetts Educational Opportunity Association (MEOA).  
  14. Participates on college-wide committees.
  15. Demonstrates an understanding of diversity through success in working with multicultural, global, non-traditional, and special student populations. Offers social, cultural, and academic programs and services to meet the needs of the student population.
  16. Leads in creating an environment where learners feel valued, welcomed and supported.   
  17. Assists the Student Affairs leadership team in tracking student progress and trends in student services. Evaluates activities, services, and programs to ensure that they are current and relevant to meet the needs of TRIO students.  
  18. Prepares semester and annual comprehensive tracking and activity reports for the AVP and VP of Student Affairs.
  19. Weekend and evening hours required when necessary.
  20. Performs other duties as assigned.

Requirements:

  • Master’s degree is required, preferably in Higher Education or Social Work, with a minimum of 5 years related experience, or the equivalent combination of education and experience.
  • Experience within the community college environment preferred.
  • Prior supervisory experience required.
  • Three to five years experience in TRIO or Advising strongly preferred with increasing responsibilities.
  • Three or more years experience designing and writing grant proposals to advocate for and continue the current TRIO Student Support Services program.
  • Demonstrated experience leading and managing teams. 
  • Demonstrated commitment to integrated management and systems thinking with the ability to work collaboratively with faculty, staff, and students in positive and inclusive ways. An ability to think creatively and to lead and manage change.  
  • Demonstrated sensitivity to the needs of economically and educationally under-prepared or disadvantaged students, along with knowledge of student development and assessment practices.
  • Superior knowledge and experience with data collection, analysis and management. Experience with Blumen preferred. Attention to detail a must for this position.
  • Knowledge and skill in the use of integrated software systems (SCT/Banner, COGNOS preferred) Social Media platforms, video conferencing, and Microsoft Office applications.
  • Demonstrated experience integrating technology in the delivery of services, programs, and activities including for tracking and reporting.
  • Must have excellent verbal and written communication skills for public speaking as well as presenting ideas and concepts to smaller teams.
  • Strong interpersonal skills and a demonstrated understanding and ability to apply the principles of Diversity, Equity and Inclusion.  
  • Ability to commute between Lynn and Danvers campuses for program related activities.
  • Candidates will be required to pass a CORI/SORI and/or a National background check as a condition of employment.

SUPERVISION RECEIVED Reports to the Assistant Vice President of Student Affairs

SUPERVISION EXERCISED:  Exercises supervision over TRIO/SSS professional and clerical staff on both Lynn and Danvers campuses.
